Helsinki signs integration deal with Digia to unify city’s digital services

The City of Helsinki has inked its most significant integration services agreement to date with Finnish software and services company Digia, in a bid to modernize and unify the digital backbone of its public services.

The deal ensures functional, safe, and cost-effective integrations across the city’s vast IT ecosystem. a crucial step toward improving everyday digital life for residents, according to officials.

Helsinki’s digital infrastructure currently spans a sprawling mix of legacy and new systems, all evolving across multiple projects. A centralized integration layer will now provide common APIs, secure monitoring, and the ability to rapidly address disruptions

A Nordic-first service model

Digia, which has more than 400 integration specialists across Finland, Poland, and Sweden, became one of Northern Europe’s major integration players following its recent acquisition of Savangard. The Helsinki contract marks the company’s largest integration deal ever.

Unlike traditional IT outsourcing, where clients simply purchase capacity, Digia offers a managed, end-to-end service. The model leans heavily on open-source technologies and AI-powered tools designed to streamline deployment and maintenance of integrations, while reducing unexpected costs for different city sectors.

The software and service company has more than 1,500 employees. Digia’s net sales totalled EUR 205.7 million in 2024. The company is listed on Nasdaq Helsinki (DIGIA).
